Barclay & Fuller merchants in London to defray the expence of sending out white familys & tradesmen from thence, not yet accounted for accounting in all to £16,308.18.4 Currency [value in Jamaica]

Pitt, J. Bill for the better peopling of the island of Jamaica with white inhabitants
"Mr. John Pitt according to Order, reported from the Committee of the whole House, to whom the Report (which was presented to the House upon Friday the 23rd Day of February last) from the Commissioners for Trade and Plantations, relating to the present State of the Island of Jamaica: and also of the several Papers presented to the House at the same time, as an Appendix to the said Report; were referred; the Resolutions which the Committee had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were read; and are as followeth; viz.
Resolved, That it is the Opinion of this Committee, That the peopling the Island of Jamaica with White Inhabitants, and cultivating the Lands thereof, is the most proper Measure for the security of that Island, and for encreasing the Trade and Navigation between that Island, and Great Britain, as well as to and from other Parts of his Majesty's Dominions.
Resolved, That it is the Opinion of this Committee, That the Endeavours hitherto used by the Legislature of the Islands of Jamaica, to increase the Number of White Inhabitants, and to enforce the Cultivation of Lands in the manner which may conduce best to the Security and Defence of that Island, have not been effectual for their Purposes.
The said Resolutions being severally read a Second time, where upon the Question severally put thereupon, agreed to by the House.
Mr. John Pitt also reported from the said Committee, That they had directed him to move the House, That Leave may be given to bring in a Bill, for the better peopling the Island of Jamaica with White Inhabitants; for encouraging the Cultivation of Lands presently uncultivated in that Island; and for making a proper Distribution of such Lands. And he moved the House accordingly.
Ordered, That Leave be given to bring in a Bill for the better peopling of the Island of Jamaica with White Inhabitants; for encouraging the Cultivaiton of Lands at present uncultivated in that Island; and for making a proper Distribution of such Lands: And that Mr. John Pitt, Mr. Hume, Mr. Charles Townshend, Mr. Oswald and the Lord Dupplin, do prepare, and bring in, the same"
